The Bank of Russia has announced that financial institutions are permitted to offer cryptocurrency-linked financial instruments to accredited investors, marking a significant development in the country's crypto landscape. In a recent statement, the bank noted that "financial institutions may provide qualified investors with financial derivatives, securities, and digital financial assets whose returns are tied to cryptocurrency prices." This move comes as Russia continues to explore and refine its approach to cryptocurrency offerings. Although the central bank has cautioned against direct investment in cryptocurrencies, it has proposed an experimental framework that would allow a select group of qualified investors to trade cryptocurrencies over a three-year period, pending government approval. Additionally, the finance ministry is reportedly planning to introduce a cryptocurrency exchange for highly qualified investors, although a timeline has not been disclosed.

The central bank has also advised credit institutions to exercise caution when dealing with these instruments, ensuring adequate capital coverage and setting individual limits to mitigate potential risks. The Bank of Russia aims to formalize a conservative approach to regulating credit institutions' risks associated with cryptocurrency price fluctuations within the year.
