Unofficial Hong Kong Stablecoins Emerge Amid Regulatory Vacuum

Hong Kong's financial regulator has issued a warning about the presence of counterfeit stablecoins in the market, posing as legitimate tokens ahead of the official launch of licensed products. The Hong Kong Monetary Authority stated that tokens labeled 'HKDAP' and 'HSBC' have been spotted, but are not affiliated with any approved issuer. This comes after the HKMA recently awarded its first stablecoin licenses under the newly implemented Stablecoins Ordinance, which became effective in August 2025. The recipients of these licenses, chosen from 36 applicants, include a group led by Standard Chartered and another involving HSBC, mirroring the existing banking system where select commercial banks are authorized to issue currency. The HKMA is advising the public to exercise caution and only engage with official channels and communications from licensed entities. Industry insiders anticipate the official launch of these licensed stablecoins to coincide with Hong Kong's fintech week in November.
