Time's Running Out for Clarity on Crypto Legislation
The crypto market structure bill has seen minimal public progress over the past month. While predicting the bill's outcome is challenging, it's clear that time is of the essence for its passage. The crypto market is at a crossroads, and the lack of clear regulations is causing uncertainty. The Securities and Exchange Commission has issued staff statements, but these are not permanent and may be subject to change. The crypto industry is pushing for the Clarity Act to cement regulations into law, making it more difficult for future administrations to reverse them. Without this act, the industry may face similar challenges in the future. Memorial Day, May 25, is seen as a deadline for legislation to advance if it is to have a chance at passage before the election. Lawmakers will soon be distracted by their campaigns and won't have time to focus on crypto legislation. Before Congress leaves, they will need to address other pressing issues, such as funding for the Department of Homeland Security and the potential appointment of a new Fed chair. The crypto industry is eager for the Clarity Act to pass, with over 100 companies signing an open letter urging the Senate Banking Committee to hold a markup hearing. However, it's unclear how close the committee is to moving forward, and several issues, including stablecoin yield, remain unresolved. Even if these issues are resolved, the House will still need to vote on the bill again. Congressman French Hill believes that many of the outstanding issues have already been addressed by the House and that the Senate should be able to find common ground.
