Unlicensed Hong Kong Stablecoins Emerge Amid Regulatory Vacuum

Hong Kong's financial regulator has cautioned that fake stablecoins are taking advantage of the territory's new stablecoin framework, even before the launch of the first officially sanctioned product. The Hong Kong Monetary Authority (HKMA) has identified tokens bearing the 'HKDAP' and 'HSBC' labels as circulating without any link to approved issuers. The two entities that have been granted stablecoin licenses, as referenced in media reports, have confirmed that they have not issued any compliant stablecoins. This development comes after the HKMA awarded its inaugural stablecoin licenses under the newly effective Stablecoins Ordinance, selecting two applicants out of 36. The regulator has warned the public to be cautious of scams, advising them to only trust official announcements from licensed entities and to conduct transactions through approved channels. Industry insiders anticipate the official launch of licensed stablecoins to coincide with Hong Kong's fintech week in November.
