Unregulated Hong Kong Stablecoins Emerge Amid Official Absence
Hong Kong's financial regulator has cautioned that fake stablecoins are taking advantage of the upcoming regulatory framework, even before the introduction of the first officially licensed stablecoin. The Hong Kong Monetary Authority stated that tokens bearing the ‘HKDAP’ and ‘HSBC’ labels are being traded, but are not affiliated with any approved issuer. Both applicants mentioned in related media reports, who have applied for stablecoin licenses, confirmed that they have not released any regulated stablecoins. Earlier this month, the HKMA awarded its inaugural stablecoin licenses under the newly enacted Stablecoins Ordinance, selecting two applicants out of 36. The decision to choose these groups mirrors the existing banking system in Hong Kong, where a limited number of banks are authorized to issue currency. The HKMA warned the public to be cautious of scams, advising them to only trust official communications from licensed issuers and to conduct transactions through authorized channels. Industry insiders anticipate the launch of licensed stablecoins to coincide with Hong Kong's fintech week in November.
