Rethinking Blockchain Privacy: Beyond the Public vs. Private Debate

The future of blockchains is increasingly private, with a recent proposal by Tempo, a Stripe-backed payment blockchain, highlighting the need for private enterprise stablecoin transactions. This marks a significant shift from the traditional public networks that blockchains were initially built on. The question is no longer whether institutional chains will be private, but rather what kind of privacy will be implemented. Public chains, such as Bitcoin and Ethereum, have been successful in enabling the transfer of value and programmable value, but they have a major flaw: everything is visible, including every wallet, balance, and transaction. This is not a feature, but an existential problem for financial markets. The solution lies in private parallel blockchains, such as Tempo's Zones, which allow participants to transact privately, with only cryptographic proofs of validity visible to the public. However, this model relies on trusting an intermediary, the Zone operator, to manage transactions. An alternative approach is to use zero-knowledge cryptography, which enables parties to prove that a transaction is valid without revealing the underlying data. This approach is being implemented in a new generation of blockchains, which offer verifiable privacy and enforce privacy at the base layer, without relying on intermediaries. The choice between these two models has significant implications for the industry, including the distribution of trust, risk surface, and compliance posture. Ultimately, the question is not whether privacy is necessary, but what kind of privacy will be built, and who will have control over it.
