Unofficial Hong Kong Stablecoins Emerge Amid Regulatory Vacuum

The Hong Kong Monetary Authority has cautioned that fake stablecoins are taking advantage of the city's new stablecoin framework, even before the introduction of a single officially licensed product. According to the HKMA, certain tokens labeled 'HKDAP' and 'HSBC' are being traded, but they are not affiliated with any approved issuer. The licensed applicants referenced in related media reports have confirmed that they have not released any regulated stablecoins. Earlier this month, the HKMA issued its first stablecoin licenses under the newly enacted Stablecoins Ordinance, selecting two groups out of 36 applicants. The decision to grant licenses to these groups, including one led by Standard Chartered and another tied to HSBC, mirrors the existing banking system in Hong Kong, where a select few commercial banks are authorized to issue currency. The HKMA has warned the public to be cautious of scams, advising them to only trust official communications from licensed issuers and to conduct transactions through authorized channels. Industry insiders anticipate that the official launch will take place during Hong Kong's fintech week in November.
