Although April is likely a lost month for the crypto Clarity Act, a US Senate committee hearing scheduled for May could revive the critical market structure legislation, provided it reaches a final Senate vote by July, according to lawmakers and lobbyists. The legislative calendar is rapidly filling up, but a brief delay to allow Senator Thom Tillis to finalize discussions with bankers over stablecoin-yield concerns may not necessarily derail the effort. Earlier negotiations on decentralized finance protections have been largely settled, leaving few obstacles in the way of committee approval. However, the crypto industry faces significant challenges, including the banking sector's objections to stablecoin rewards and a congested Senate schedule ahead of the November congressional midterms. If the bill clears the Senate Banking Committee, it will need to be merged with the version passed by the Senate Agriculture Committee, and lawmakers must also address ethics concerns and market regulation. The final legislation may undergo further revisions before being put to a vote, and its passage is far from certain, with some experts estimating the odds of success at around 50-50.
