The Hong Kong Monetary Authority has approved the first two stablecoin issuer licenses, marking a significant milestone in the territory's fintech landscape. The licenses have been awarded to HSBC and Anchorpoint Financial, a joint venture led by Standard Chartered that includes Animoca Brands. According to HKMA chief executive Eddie Yue, the authority expects the licensed issuers to launch their businesses while effectively managing risks.

The approved stablecoins are expected to promote financial and economic activities, create value for individuals and businesses, and support the growth of digital assets in Hong Kong. The decision to license note-issuing banks first appears to be a deliberate move, with HSBC and Standard Chartered being two of the three commercial banks authorized to print Hong Kong dollar banknotes. The licenses come with strict Know-Your-Customer (KYC) requirements, with licensed stablecoins only transferable to wallets whose owners have undergone identity verification.

This approach reflects the HKMA's decision to prioritize the bank-led stablecoin model over a central bank digital currency for retail use. The move is seen as a significant development in the region's fintech sector, with the potential to carve out a role for regulated, bank-issued HKD stablecoins in cross-border trade settlement.
