According to Patrick Witt, the White House's primary crypto adviser, efforts are underway to solidify a compromise that will facilitate the progression of the Digital Asset Market Clarity Act in the U.S. Senate. Witt, who is also the executive director of the President's Council of Advisors for Digital Assets, expressed optimism that the recently reached common ground on stablecoin yield will endure, allowing for the resolution of other outstanding issues. In a recent interview, Witt stated, 'We're hopeful that the compromise that has been reached will be durable and will hold.' The agreement on stablecoin yield was a crucial step, as it addressed concerns from bankers that their deposit base could be jeopardized.
Witt noted that the negotiations have made significant progress in the background, with several issues already resolved. The Clarity Act aims to provide clarity on the regulatory framework for digital assets, and its progression has been hindered by various potential hangups, including illicit financial protections in the decentralized finance space and concerns about senior government officials profiting from the crypto sector. While Witt did not disclose the specific topics that have been settled, he expressed confidence that the remaining issues can be resolved, given the progress made so far.
The Clarity Act will require a markup hearing in the Senate Banking Committee before it can proceed to a final Senate vote. The White House economists' recent report, which downplayed the threats posed by stablecoin yield, has been met with resistance from the American Bankers Association.
Witt acknowledged that the views of bankers on stablecoins are diverse, depending on their proximity to the technology.
