According to Wintermute's head of policy, Ron Hammond, the Crypto Clarity bill has a cautious 30% chance of being passed this year, due to the complexities of the legislative process and the various challenges it faces. Hammond pointed out that there are many factors at play, including the regulation of crypto market structure in the U.S.
and the oversight of digital assets by the Securities and Exchange Commission and Commodity Futures Trading Commission. Despite this, he sees some progress being made, with lawmakers pushing to move the bill through committee, potentially as early as April 20. However, Hammond notes that the timeline has been fluid for months and that there are still significant hurdles to overcome, particularly with regards to traditional financial institutions and their opposition to certain aspects of the bill, such as the issue of yield on stablecoins.
The dispute has already led to the failure of at least one proposed compromise, and negotiations remain ongoing. Hammond believes that the bill's passage is crucial for institutional adoption of crypto, as it would provide clear rules and regulations for the industry.
He also notes that the outcome of the bill will have significant consequences for companies like Wintermute, which is expanding its operations in the U.S. and has a substantial stake in the regulatory environment. While Hammond sees some progress being made, he emphasizes that the bill's trajectory remains uncertain, and that a breakthrough will be needed for it to pass in 2026.
