The Iranian regime's decision to accept cryptocurrency payments from cargo ships traversing the Strait of Hormuz is a calculated move, fitting seamlessly into its existing trade networks designed to circumvent sanctions. This development has been confirmed by a spokesperson for Iran's Oil, Gas and Petrochemical Products Exporters' Union, who stated that bitcoin is being accepted as a payment method, with previous reports also mentioning the use of stablecoins for select oil tankers to pass unharmed, at a fee of $1 per barrel of oil. Experts like Andrew Fierman, head of national security intelligence at Chainalysis, find this move unsurprising given the Iranian regime's, particularly the Islamic Revolutionary Guard Corps (IRGC), increasing reliance on cryptocurrency for cross-border commercial trade, especially in oil sales.
Data from Chainalysis shows a complex network using crypto wallets for sanctioned activities, including a U.S.-sanctioned IRGC-affiliated financier involved in Iranian oil sales to Yemen, amounting to over $178 million in transfers. Another instance involves Houthi financiers purchasing weapons and commodities from Russia, with cryptocurrency addresses included in sanctions designations accounting for nearly a billion dollars in activity. The use of cryptocurrency, especially stablecoins, allows the IRGC to facilitate cross-border trade more easily than traditional banking systems, according to Fierman, who notes that the regime has a network of cryptocurrency wallets for this purpose.
This approach is distinct from North Korea's focus on stealing and laundering cryptocurrency. The Iranian regime's adoption of cryptocurrency is also driven by its inability to access U.S.
dollar-pegged assets due to comprehensive sanctions, making stablecoins an attractive alternative for global trade. Experts like Tom Keatinge and Lee Reiners agree on the significance of USD-backed stablecoins for the Iranian regime in evading sanctions and western banking controls, with Reiners suggesting a potential strategic move involving the use of specific stablecoins to further these goals.
