In a landmark decision, Hong Kong has issued its first stablecoin licenses to HSBC and Anchorpoint Financial, a joint venture led by Standard Chartered and including Animoca Brands, as announced on Friday. This move is the first batch of approvals under the Stablecoins Ordinance, which came into effect in August 2025. The Hong Kong Monetary Authority's chief executive, Eddie Yue, expressed optimism about the potential for growth and risk management, stating, "We look forward to the issuers launching business according to their plans, exploring growth opportunities while properly managing risks." The decision to grant licenses to these two entities, both of which are note-issuing banks, appears to be a deliberate choice, highlighting the importance of risk management, reserve quality, and anti-money-laundering controls.

The licenses are subject to one of the world's strictest Know Your Customer (KYC) frameworks for digital money, requiring identity verification for wallet owners and restricting transfers above a certain threshold. This development also reflects the HKMA's decision to deprioritize its central bank digital currency for retail use, instead focusing on stablecoins as a potential medium for cross-border commerce. The success of these regulated, bank-issued stablecoins will depend on their ability to carve out a role in regional trade settlement and build the necessary network effects to compete with dominant USD-denominated tokens.
