Ron Hammond, Wintermute's head of policy, has expressed cautious optimism about the Crypto Clarity Act, estimating its chances of passage this year at around 30%. Despite signs of progress, the legislative process remains uneven, with multiple moving parts. The bill aims to establish clear regulations for the US crypto market, including the oversight of digital assets by the Securities and Exchange Commission and Commodity Futures Trading Commission.

Hammond's prediction aligns with other market signals, including a recent Punchbowl survey and prediction market Kalshi. However, the bill's trajectory remains uncertain, with lawmakers pushing for a vote as early as April 20.

The passage of the Clarity Act is seen as crucial for institutional adoption of crypto, as it would provide clear rules for digital assets and reduce ambiguity. Nevertheless, traditional financial institutions, particularly banks, remain a significant obstacle, with disagreements over stablecoins and yield.

Hammond notes that Democrats who have accepted crypto industry funding face a difficult balancing act, and additional political headwinds may emerge in the coming months. Despite these challenges, Hammond believes the bill still has a viable path forward, with progress in committee and continued negotiations potentially keeping it alive into midyear.
