In a major development, Hong Kong has awarded its inaugural stablecoin issuer licenses to HSBC and Anchorpoint Financial, a joint venture led by Standard Chartered that includes Animoca Brands, marking the first batch of approvals under the Stablecoins Ordinance. The Hong Kong Monetary Authority (HKMA) chief executive, Eddie Yue, expressed optimism about the potential of these regulated stablecoins to address pain points in financial and economic activities, promote healthy development of digital assets, and create value for individuals and businesses. The decision to grant licenses to note-issuing banks first appears to be a deliberate move, with HSBC and Standard Chartered being two of the three commercial banks authorized to print Hong Kong dollar banknotes. The HKMA assessed 36 applications and prioritized risk management, reserve quality, and anti-money-laundering controls.

The licensed stablecoins will be subject to one of the world's strictest Know Your Customer (KYC) frameworks, with transfers restricted to wallets whose owners have been identity-verified. This development also reflects the HKMA's decision to deprioritize its central bank digital currency for retail use, instead focusing on stablecoins as a potential medium for cross-border commerce. Whether the market will respond positively to these regulated, bank-issued HKD stablecoins remains to be seen, as the stablecoin market is currently dominated by USD-denominated tokens.
