Ron Hammond, Wintermute's policy head, has expressed cautious optimism about the Crypto Clarity Act, estimating a 30% chance of passage this year. The bill aims to establish clear regulations for the US crypto market, including oversight of digital assets by the SEC and CFTC. Despite progress, Hammond cited moving parts, such as shifting timelines and political friction, as major obstacles.

He noted that lawmakers are pushing for a committee vote, potentially as early as April 20, but warned that timelines have been fluid. The bill's passage is seen as crucial for institutional adoption of crypto, as it would clarify which digital assets are securities versus commodities and define trading and regulatory guidelines. However, traditional financial institutions, particularly banks, remain a significant hurdle due to their opposition to stablecoins offering yield.

Hammond emphasized that finding a solution will be challenging, and even with progress, the bill's trajectory remains uncertain. He believes the bill still has a narrow path forward, with potential progress in committee and continued negotiations, but noted that political headwinds, including scrutiny around former President Trump's crypto dealings, could complicate Democratic support. Wintermute, one of the largest crypto market makers, is expanding its US presence, making the bill's outcome particularly consequential.

Hammond reiterated that passage in 2026 will require breakthroughs that have so far been elusive, and for now, his estimate of a 30% chance of passage remains.
