The head of policy at Wintermute, a major crypto market maker, has expressed cautious optimism about the potential passage of the Crypto Clarity Act, estimating its chances of success at around 30% despite signs of progress in Washington. Ron Hammond pointed to the many challenges in the legislative process, including disagreements over the regulation of digital assets and the role of the Securities and Exchange Commission and Commodity Futures Trading Commission. Hammond's assessment aligns with other predictions in the market, with a recent survey indicating a 26% chance of passage and a prediction market hovering around even odds. Despite the uncertainty, Hammond sees incremental progress, with lawmakers pushing to move the bill through committee and some aiming for a vote as early as April 20.

However, he cautioned that timelines have been fluid for months and that there are hurdles to overcome, particularly from traditional financial institutions. The passage of the Clarity Act is seen as crucial for institutional adoption of crypto, as it would establish clear rules around digital assets and reduce ambiguity for large asset managers, banks, and pension funds.

Hammond believes that the bill still has a viable path forward, but that progress will require breakthroughs that have so far proved elusive, and that the outcome will have significant consequences for the industry, including Wintermute's own expansion in the US market.
